<div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;"> <span style="font-size:16pt;">各房地产开发企业：</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">为了维护房地产价格秩序，规范商品房保障房销售价格行为，根据省政府《河北省城镇住房保障办法》（6号令）、唐山市政府办公厅《关于规范商品房建设销售中相关收费的意见》（唐政办函【2001】35号）及国家发改委《商品房销售明码标价规定》（发改价检【2011】548号）等文件精神，物价局、房产交易中心将对商品房保障房的销售行为进行规范并形成制度。现将有关事项明确如下：</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:-36pt;margin:0cm 0cm 0pt 68pt;"> <span style="font-size:16pt;">一、<span style="font-size:7pt;line-height:normal;font-family:'Times New Roman';">   </span></span><span style="font-size:16pt;">商品房销售坚持预售许可证制度和价格备案制度。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">各房地产开发企业严格按照省住房和城乡建设厅印发的《关于开展全省房地产市场专项整治的通知》（冀建房【2013】8号）文件精神和唐山市住房和城乡建设局《关于开展全市房地产专项整治工作实施方案》（唐住建通字【2013】73号）文件要求，对我市房地产市场秩序进行专项整治，树立依法经营、诚实守信的经营理念，营造良好的房地产开发建设市场环境。开发销售的商品房必须严格按《城市商品房预售管理办法》执行，销售现场按规定要求张贴 “五证”复印件及一房一价备案表。办理预售许可证之前，其销售价格必须向物价局备案。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:-36pt;margin:0cm 0cm 0pt 68pt;"> <span style="font-size:16pt;">二、<span style="font-size:7pt;line-height:normal;font-family:'Times New Roman';">   </span></span><span style="font-size:16pt;">房价调整执行价格备案制度。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">商品房备案价格与实际销售价格应当大致相符，保障房审批价格与实际销售价格应当相符。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">遇有重大成本增加因素，需要调整房价时，也要履行价格审批制度和备案制度，不得擅自调价。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">三、</span><span style="font-size:16pt;">商品房保障房销售实行明码标价制度。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">商品房保障房经营者应当在商品房保障房交易场所的醒目位置放置标价牌、价目表或价格手册，并标示价格主管部门投诉举报电话12358；应当对每套商品房进行明码标价，实行一套一标；应当明确标示与商品房价格密切相关的因素及相关收费等，不得在标价之外加价销售，不得收取任何未予标明的费用。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">四、规范检查制度</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">根据全市商品房市场、保障房市场建设开发情况，市物价局、房产交易中心将联合定期开展检查。检查的范围是本市范围内所有在建在售项目。2013年将近期开展一次检查。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">各商品房保障房经营企业应当严格遵守相关规定，否则物价部门、房管部门将依据有关规定依法予以处罚。要求各房地产开发企业销售商品房保障房应当自觉规范销售行为，自觉坚持各项规章制度。为抑制房价过快上涨，优化经济发展环境，促进迁安社会和谐稳定做出贡献。</span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:32pt;"> <span style="font-size:16pt;">                    </span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:176pt;"> <span style="font-size:16pt;">   </span> </div> <div style="color:#333333;font-family:宋体;font-size:15px;line-height:21px;white-space:normal;background-color:#D5C4B0;text-indent:176pt;"> <span style="font-size:16pt;">         2013年10月16日</span> </div>
